I think smokingpipes.com has the best selection at reasonable prices. But really I think it could just be personal preference. Because I prefer P&C for pipes and accessories.
One other thing to mention is I do wish smokingpipes would do more sampler kits or a club like P&C
I don't know that it is the best, but Mars Cigars should be on your list. They often have a better price on some tobaccos. For instance, when they get Esoterica blends (including Penzance) in they sell it for $24.95 per 8 oz bag. But that is an extreme example.
P&C has usually the best prices on everything. However they tend to run out of stock of hard to obtain brands quicker. I have done 85% of my purchasing from them. I also have enjoyed their shipping and deals.
Each vendor has a different character that shows in what they stock.
I have had good dealings with Cup O' Joes, WV Smoke Shop, 4noggins, SmokingPipes, Pipe and Leaf, and P&C. SmokingPipes has the fastest shipping, 4noggins the most appeal for the pipe lover, P&C the best deals if you catch them on sale. WV Smoke Shop was super-fast as well, as was Pipe and Leaf. Cup O' Joes I remember thinking did a good job all around.
If I had to order tomorrow, I'd probably pick SmokingPipes or Pipe and Leaf. P&C takes about ten days to get here where the others knock it out in under a week. Otherwise, I really enjoy their service and am easily lured in by their specials...

P&C specials and sales be the death of me. I live pretty reasonable distance to their location, so it's fast shipping for me.
Someday when I'm living under a bridge, I'll still remember the 20% discount code... plus all of Russ's blends that I've tried and wanted to try but thought it wise to keep the order from going substantially above $99.
P&C for their blends I order, Hearth and Home and Seattle Pipe Club. Smoking Pipes for their blends, Low Country, Cornell & Diehl, and GL Pease. After that, go by price and sales, especially when I see 20% off.
I shop almost exclusively from SmokingPipes. Great prices and selection and excellent customer service.

Those are my picks, but others have specialties and inventory well worth shopping.
I have had the most history with Iwan Ries in Chicago since I first bought from them (mail order) in the early 1970s. They recently replaced a stem on a pipe that I bought in 1972 that was very well done and was exactly what the original was; a nice note came along with it. Most of my purchases have been from P&C recently and, as has been abundantly mentioned, their frequent sales are overly tempting...
