Spanish tobacco is the cheapest in my experience. I bought Capstan Blue for around 5Euros while other places are 10-12euro.

My advice would be to buy abroad on line: Esterval´s and Dan pipe are two good places for tobacco. For pipes, smoking pipes.eu has always served me well. Sybaritepipe is a good shop, located in Barcelona. There are others on line which are good, but he can't buy tobacco.
Where does he live? If I know the area maybe I can direct him to a tobacco shop where they have some variety. Prices are excellent here, but you need to find somewhere with stock. Borkum Riff, Clan, Amsterdamer and 7 seas are usually available. Peterson, Rattrays, Ashton, Capstan etc. are distributed, but not always easy to find.

Synjeco is difficult indeed, though their selection of Gawith tobaccos, and their prices are incredible. They are also the only place I know of which sells Cornel and Diehl, and GLP in Europe.
