IDK about the best, and I don't have one of these yet, but I love the look of the Punto Oro Savinelli line, pretty much all Sav's smoke great, and they are right in the $200 sweet spot. On my list for the next purchase.

I got an estate Silver Gray hawkbill for $225 that's really good. Picked up a Pete Prevost smooth billiard with bamboo shank for $250 that's also really good.

so many options for $200.... IMO it is the sweet spot for pipes
If I had $200 to spend on a pipe right now I would go the route of finding a good condition estate pipe from an artisan maker.
