In my particular case, I only rarely dump out loose ash before a relight, only if it seems to be burying the unburned leaf. Mostly I don't scoop ash until the smoke is over, when the pipe won't relight, or when the flavor diminishes. I have no problem dumping out a bit of unburned leaf if the flavor has gone bad.

I like to pack lady finger firecracker about midpoint in the bowl. When that goes off, it just blows off the excess ash. Just make sure you take your mouth off the mouth piece when you hear the sizzle or you'll get some tobacco bits in your mouth.
