Looks like a torture device to me.
Not being familiar with the cartoons, I had to google Bruce Bairnsfather and "Ole Bill." I got quite a chuckle when I saw him.I finally got rid of the rubbing brush mustache I had since I couldn't find the brand of wax I used to use and I was starting to look like 'Old Bill' from the Bruce Bairnsfather cartoons so I thought a shave was in order.
Those bring back memories of the shaving tools my dad used.
A shame that you shaved it.... a bit longer and if you had been able to find your "magic wax" and you could played the part of "Snidely Whiplash" and tied the fair damsel Nell to the railroad tracks............. Of course, you'd need a black top hat.

I often do a handlebar but my favorite wax doubled in price a few years ago and found out that a school glue sticks give a better hold and wash out easier.
