Newminster 400 is a superb Va Flake. What an incredible bargain it is. While i know they aren't technically bulk, I consider brands that sell 8 oz and 1 lb cans or boxes to be bulk. Which opens bulk choices up considerably. If you're looking for good prices on Va blends, C&D Opening Night is awesome. Mac Baren HH Pure Va is awesome but not quite as much of a bargain.
Could you compare the NM 400 to LNF?

I can. I don't think they're very comparable. I'm not sure why the NM 400 is labeled as a Navy Flake. It tastes mostly like a bright Va Flake to me. Reasonably mild and citrus sweet flavors. I enjoy it as a first smoke of the day with coffee. Have several pounds aging.
Often wondered why they call it a Navy Flake as well, seems like a straight VA flake to me.

Bulk Virginia Flake I can easily buy in the uk that I like.
BBF, FVF
Ones I like that are made in Europe but only sold in the US.
Comoys nos4, and nos7, Stokkebye LNF.
American made flakes I like.

Sutliff 515 RC-1 and Stokkebye Luxury Twist Flake. If you like perique and a little bc in there then you have my all time favorite, Lux Bullseye Flake. My recommendation is to age these tobaccos for a couple of years as the bulk blends tend to be fresh and green.
