Two possibilities: Ask Vermont Freehand if they know of a Canadian counterpart that sells bands, and/or contact Blatter & Blatter or another established Canadian pipe shop and see if they can help you.

There’s a thought! I never thought of asking Blatter and Blatter. In the same vein of thinking I’ll try Brigham as well. Thanks

Vermont Freehand has shipped me probably 25 packages in the last 10 years in Canada, never an issue. Not sure what the problem is for you other than paying 10 bucks to ship a 3 dollar band probably sucks. But dealing with Steve (VF) internationally is not a problem in itself.

The saving to a cart link and emailing is just a confusing step. I’m not sure why they set up the sales so strange. I’m not opposed to VF but after the suggestion of Blatter and Blatter I got wondering about other Canadian suppliers.

In the US, there's flat-rate shipping boxes, but it doesn't work for international orders. So when you buy rods or briar, big heavy stuff, they have to figure out how much it's going to cost to ship it to you, is all. Yeah, it's a bit of a pain.
