for me it depends. I notice that sometimes it helps sometimes it doesn't. Certain blands seem to make a denser ash which if tamped can limit the draw a bit or start to taste faintly ashy (to me at least). If it's very humid outside I find more need to ash.
When I do ash which is sometimes not at all I find that the best way for me is to poke the ash layer gently with the pick or stick tool on the pipe tool then flip the pipe and watch the ash just fall out. I'll know I needed to do so if the pipe starts smoking more pleasantly.

Oh and if I fold and stuff with a flake the ash can get too dense to get a good light and then I certainly dump the ash.
Again like some said it's what gives you the happiest most fun results that matters. I sometimes say if you want to frieght train your smokes and puff like an old coal fired train because you love searing the inside of your mouth then I guess that works for you.

Not me, if too much builds up to relight, I just stick a nail in and stir everything up, then suck half of it down my throat like a real man, then go "blat blat blat" with my tongue and spit for 5 minutes, get it relit and it taste like crap, then say "to hell with you" and dump it all out.

As with most things, it depends on circumstance. Generally, I find myself dumping ash once I get half way through a bowl. Perhaps more often when going through a large chamber and perhaps not at all with a small one. I find you want some ash to help keep it lit, but not so much that it mutes the flavor.
