As I said in my post at the moment it's for cigarettes only but it is being talked about that the aroma ban will extend to all Tobacco products.

But I understand that your first link is pretty much the same as this EU proposal: http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CELEX:52012PC0788:EN:NOT which states:
The proposal exempts tobacco products other than cigarettes, roll-your own tobacco and smokeless tobacco products, i.e. cigars, cigarillos and pipe tobacco from some provisions such as the prohibition of products with characterising flavours. This exemption is justified considering that these products are mainly consumed by older consumers, while the focus of this proposal is to regulate tobacco products in such a way as they do not encourage young people to start using tobacco.
But it does continue:
The exemption shall be removed if there is a substantial change of circumstances (in terms of sales volume or prevalence level among young people).
and more:
(30) 'substantial change of circumstances' means an increase of the sales volumes by product category, such as pipe tobacco, cigar, cigarillo, by at least 10% in at least 10 Member States based on sales data transmitted in accordance with Article 5(4); or an increase of the prevalence level in the consumer group under 25 years of age by at least 5 percentage points in at least 10 Member States for the respective product category based on ____ [this date will be set at the moment of adoption of the Directive] Eurobarometer report or equivalent prevalence studies;
So I guess the threat is possible, but not imminent this time around. Apparently we should hope that not very many young people will take interest in pipe smoking ....

If this wave of puritanical tyranny continues to gain force, cigarette smokers are only the first target, it only seems inevitable that pipe tobacco will be in the cross-hairs after a while, if there isn't a public outcry, but the tides seem to be with the progressive State social control apparatus, so the future looks quite grim...
...the real fanatics are these people, the World Health Organization, it seems they're the ones framing the tobacco control guidelines...

oh wow, "young people." which means what exactly? minors? preteens? young adults in their twenties? what? and just how will they go about demonstrating "a substantial change in circumstances"? when the language is this vague, it basically means "we can change it whenever the mood strikes us."
don't want "young people" to smoke? do what my parents did and (gasp!) DON'T GIVE THEM ANY FLIPPING MONEY. do they work and make their own money? well, then they're probably mature enough to decide how to spend it, even if you disagree with their choices. i say all this as a parent, btw.
