The pipe stem maybe made of amberoid and in fact, may be a cigarette holder.

The lighter appears to show a French "75" and possibly a French flag. The woman appears to be pouring a drink for a Poilu. Perhaps a patriotic theme after World War 1?

Thank you for your reply. I had made a guess on the lighter being French, because it has the word Made Lon in raised letters on it. La Madelon is a popular French song from the W.W.I era . The lighter is solid brass , and quite heavy. I'm not sure how one would go about changing the flint in the lighter. The striker wheel is pinned in place and the pin is mushroomed over on both sides...
