The “generational sales ban” has been designed with cigarettes in mind, yet it fails to distinguish between mass-market tobacco and premium cigars and pipe tobacco, which are used responsibly by a small, mature adult demographic.
Cigars and pipe tobacco make up just 1.2% of the tobacco market
90% of cigar smokers are over the age of 25
Yet they’re being treated the same as cigarettes under this Bill
We believe this Bill is a blunt instrument — lacking evidence, nuance, and proper consultation. If passed unchanged, it risks putting independent tobacconists out of business and criminalising retailers for serving law-abiding adults.
