As I understand it...a blasted finish is done with sand, while a rusticated finish is done by dremel or file. Basically using a tool to achive the desired finish.
While the end result is the same, the style of the finish is quite different and usually much easier to still see the grain pattern on a blasted rustification.
Am I correct on this?

You are pretty much correct.

The difference as far as I know is the use of either a blasting agent or cutting tool
I love the grain of the wood to show through.
