In the semi-rural NorthEastern USA
same thing everyone else has said except that looks fuzzy to my eye. Though it's a good sign shows that there aren't additional preservatives in the tobacco. Or in other words a good reason to jar. Not that it will totally prevent this but at least you can watch it in real time.

It looks fine to me from enlarging the photo. How does it smell? If it were bad it would likely put off a bad odor. Assuming you have smoked this blend before and know what it should smell like. But it looks like normal age.
