For my first piece of advice is tell us how many pipes you are going to put in it. Then tell us how much you are willing to spend. If you are looking at putting up a pipe rack for more than 20 pipes and cost at least is something of an issue, I'd say the cheapest alternative it to build one yourself. Many members here have done such work but unfortunately, I am not one.
While I can take your liver out and put it back in, I am not that good with woodwork, nor do I have the tools. I plan on having more than 20 eventually (If my wife does not stop me it may be soon) and I am willing to pay for quality, but not a penny more!

I usually make mine. I have a bunch of smaller ones from early on. Now I have 2 medium ones currently housing some pipes.
I have a ton of milled cherry wood that I plained and and currently working in a big cabinet that will sit on a secretary desk. It will house most, if not all my pipes in one place. I prefer to make them because I can use my preferred specs.

If you don't have the tools, no worries. There's no shortage of stands on ebay and etsy. Also Amazon.

I have purchased several stands from the KAF pipe workshop in Ukraine. The craftsmanship is impeccable. They are a little pricier, but less costly than some of the options on smoking KAF has a shop on Etsy which I have linked below. They also have some options available for church wardens.
