I'll stick with the Delayed Gratification Technique, though. Otherwise known as the "I didn't finish that bowl last night and it's pretty tasty today", technique.

Close enough to frugality for me.
I’ve tried the DGT a few times and find I like it less than a fresh bowl. Not sure why.

In Oz 50Gm/2oz cost AUD$125-145.
Not only is it costly, but tobacco choice is limited if buying from Oz online retailers
You need a Tobacco Import Permit from the Oz Border Force (Customs) if you buy from overseas.

So dottle is a rather expensive waste

If I have insufficient time to fully dry my tobacco, a few meerschaum chips or Nording Keystones at the bottom of the bowl is a very cheap solution

Dottle is to be expected, though experienced smokers usually get less of it.

For some reason, MM cobs leave almost no dottle for me. I'm not sure why that is. Some of my briar pipes leave a little, and specific ones leave none.
Yea, same here. I also find that MM Cobs leave almost no dottle most of the time. Maybe because of its wide draught hole.

It's a bit nasty but I have adopted the practice of burning off the stub in the bowl as standard break in for Cobs.
Load it with just enough tobacco in the bottom to be able to light it and then smoke it hot.
Again, tastes totally nasty, but you char the remaining stub so the taste of wood doesn't come through again and it clears the bottom of the chamber.
Cake, ash builds up over time creating that 'bottom of the bowl'.
You can also use pipe mud to create it fast and easy.
Not interested in DIY pipes or pipes that one intentionally allows gunk to reside in the bottom of a pipe. I'll put up with a cob occasionally during yard work or fishing most of the time they sit around gathering dust.

Is it DIY or is it just break in?
I've heard it said many times that the first 100 bowls is the normal "break in" period for a pipe, that's no less effort than what people do to tune a Cob to preference.
Unless you're the kind of guy who only buys top shelf artisan pipes a little effort goes a long way with any pipe.
(Come to think of it even with top shelf Artisan pipes isn't break-in usually still part of the experience?)

Since I smoke the average pipe in my collection so infrequently I've started expediting the process of building "cake" by smoking a small amount of dry burley (usually Semois) and making mud out of the ash in the bowl, spreading the mud takes about 10 minutes of smearing my finger around the bowl but I absolutely love the results of a perfect layer of cake across the bowl:

Has anyone actually tried collecting, drying, and then smoking dottle, Sherlock Holmes style?
I clean out every bowl, seperate out the unburnt tobacco and put it on top of the next bowl. That might be a bit hick or rough to you lads, but I don’t find any issues with the taste, and tobacco here in NZ is too expensive to throw in the ashtray.

I get it man. Reminds me of smoking devils lettuce roaches so none went to waste back in the day. Thankfully my favorite tobacco routinely goes on sale for 15% off and I get an lb for $33 with that sale. I can hold off on smoking dottle for now.
