Godwin's Law states: "As an online discussion grows longer, the probability of a comparison involving Nazis or Hitler approaches 1." Source.
It is simply an inevitability and a rule for declaring the loser of a flame war. It doesn't really dictate that the thread be moderated or closed, although some sites do. It's got some weird variations, but it's normally cited incorrectly.
