Topic pretty fairly covered by now, & I really don't have anything of substance to add, other than my own experience [which I'd never presume to extrapolate. :)]. From my days behind the counter (mid-70s--mid-80s), I don't recall anyone in any of my shops (FL, NoVA, MD areas) ever mentioning stockpiling. That of course was in ye olde heyday of the hobby, & as in times of low-priced gas, perhaps predictably not an issue.
From what I've read, cellaring apparently didn't actually become a "techie" thing in the hobby till around the mid-80s, so that *would* seem to be in accord with what I experienced. We just bought pour tobacco, smoked it, & when we ran out or wanted variety, we bought more. }:)

When I first read about cellaring, I thought it was just a pipe smokers term for hoarding.
For some it was, and is!
Having a modest cellar is also like having a well stocked liquor cabinet, or pantry full of foods that store well for a long time, plus tons of disposables. For one, it saves trips to the store, and buying in quantity generally works out cheaper.
