I'm kind of a cheapskate, but I think if I was spending that much on a pipe, I'd go with an artisan that makes their own. You'd be supporting an individual, plus getting something unique with an interesting story. I watched this guy's video series on You Tube and was pretty impressed: http://sedercraft.com/
He doesn't seem to have any for sale on his site at the moment, though.

I personally prefer to go artisan if you have that kind of a budget. There are so many good ones to choose from that it is hard to give good advice, as we all differ in our tastes. I'll throw Tim Thorpe out there, as he's crafted some of my best and in the right price range. But hop on instagram and check out the good carvers. There are plenty.

$200 is a border price. You won't get a great new pipe for that. Either spend over $300 or look for a good used pipe.
