Use a churchwarden pipe cleaner with tripoli compound rubbed onto it, only put the compound towards the center of the pipe cleaner, makes it easy to slide the pipe cleaner into the hole. Chuck one end into a vise etc.. and hold the other end with one hand, then slide the stem up and down with... -

Also take into consideration how big the draught hole is, a simple straight line (as drawn here) is not proportionately correct. That would leave a mighty thin spot in the top of the shank, not to mention where the 2 meet on the bottom. Another problem would be the depth of the mortise. -
