Well, my recipient seems to reside 'neath a dome that likes to repel tobacco under most circumstances. I will be resorting to both "legitimate" and "illegitimate" methods in order to accomplish the desired task. I will be driving 1.5 hours today in order to initiate a couple of the "legitimate" means, as that's the closest location for the carrier.
I just sent the package to myself so I could be on the top lister status and could wait and see what my match sent to see if I needed to pull or change out tins.... I got this figured out.

The "legitimate" carrier is 1.5 hours away and closed weekends. I will NOT be sending the missiles in that manner. Impossible for me to get there.
I've sent an email a few days ago seeking to determine if a shop in the recipient country will accept my billing location and his delivery location. No reply yet. It's a legitimate & recognized shop...
Seems as though I'll have to send multiple missiles and hope at least one of them penetrates that damn barrier.
