That is a great blast! Pipes from the 80's aren't as popular with collectors (right?), this one shines!
Not as popular as Patent Eras that’s for sure. However the blast on this one and being an unsmoked boxed estate it was a win for me.
This pipe is from the year I started smoking pipes which I also thought was cool and that was when I lived not too far from you in New Orleans.
The 70’s seem to be the least desirable decade for them however I have a few from then that are also stunners.

My understanding is they were shop pipes used by the workers and / or dealer examples and gifts. I stand to be corrected though.

That is correct as far as I know. They also stamped the letter C in pipes that were a gift for special relations in the '80s-'90s. Without the text "Not for sale" over the normal text.

Unfortunately I don't know. I found the info about that C somewhere here on the internet years ago when I bought this 3103 and a Cumberland 5109, both marked with that C, from someone who's father used to work for Rothmans and Dunhill at that time here in Holland.

Perhaps, “C” stood for complimentary? Just a guess.
