I wonder what decade is it, any help would be nice

ah, that was one of my doubts, if they kept the Vuillard logo on the pipes, paid 33€, can't wait to arrive

That plastic ring and the color seem recent to me, which in terms of pipes could be something between the 90s and the present. It looks a lot like a series of Vouilliards that recently appeared new for sale in Argentina.
