Need higher resolution pics to answer that, unfortunately. If I had to guess from what I see, I'm going to say no. Not mold. Hopefully others can chime in to help

Just so you know, if it’s GH or SG it’s Plume and good to smoke. If it’s C&D, its mold.
Sadly, SG has had some moldy FVF in the not distant past. My recollection is that it was in the large bulk packs that were affected.

Mold can afflict any manufacturer’s tobacco. You really need to take each case of “mold or not” individually.
