I'm not an aro guy, but Sutliff/Altadis does good work. They pitch to the tinned tobacco budget market, but I find both their tins and bulk good, competitive with many of the more expensive blends. I don't think they do the GL Pease magic, nor the C&D magic with burley, or the Russ O. magic with various genres, but often a fine job. Their Great Outdoors aro was unusually good, I thought, as was their (not the GLP) Westminster that may yet be back, and their Balkan 956. At those prices, I'd order up a few ounces of Vanilla Maple; I don't think it's a gamble.
