No reason I see why you can't. Should be a cool smoke. You'll probably have to attach strong thread to the cleaners to pull them through the bit when cleaning. Fishing line leader would also work.
Depending on its length, BJ Long churchwarden pipe cleaners should do the job. As for cleaning and smoking it, I say have at it, and let us know how it smokes!
Believe it or not, I have seen one other pipe in all of the restorations I have done that was similar to this one. It was not identical, but at the time I thought I would never see another one. I agree with all of the above statements. There is no reason why you shouldn't be able to clean it up and enjoy it.
