I've been a pipe smoker for many years and still I know little about tobacco. OTC or custom blends it makes no difference. Is there a "grading of tobacco." Aside from the variable of blending and flavoring and curing is a Virginia tobacco the same anywhere? Same for Burley or is all grown tobacco the same regardless? In short what makes for a "better" tobacco.

As with most things, there are better "grades" of tobacco but finding out the quality in a specific blend can be problematic. I really don't have a good answer for you past that, sorry.
