    I think there are some misunderstandings here... @deniz you say you have to pay custom duties if you buy tobacco from France or Netherlands...there is no border between these countries and Germany (Schengen area) so you can bring as much tobacco as you like for personal use.     Well, with all the handling, the cheap ones tend be drier because it takes longer to go through a 170g tin compared to a 50g tin. But they're nowhere near 'dust dry'.
