Hi guys. I'm new to the site and hope this is not a redundant question but I just picked up a Wiley pipe at a flea market for $10 it does not need restoring just cleaned and shined up. Does a oil cured pipe need to be treated different from a regular pipe.

Welcome to the forum. To answer your question, no, you just load it and smoke it just like any other pipe, after a thorough cleaning of course. The oil curing affects the briar in relation to how it smokes, some say drier and that it imparts a nutty flavor.

My Wiley smokes great! I got mine new and would say it smoked great from day one. While I knew that it was oil cured, I don't think I would have noticed anything in particular.
In your case, yours is well broken in (presumably). Great score! Enjoy!

Welcome aboard, Sir!
Here is a link (Curing) to an interesting article on the curing of briar (including oil-curing) by Mr. R.D. Field.
Incidentally, it is a little-known fact that The Andy Griffith Show paid homage to Mr. Wiley's wife, as may be seen in the following clip:
Mrs. Wiley
