If you've seen the flurry of report cards given out lately by health institutes and associations for tobacco control efforts, you've noticed how many areas were graded failures. I suspect this is intended to show how badly these groups need additional funding to bring the grades up. The "A" ratings seem to go to areas where legislation allows neighbor to report neighbor for smoking in an apartment complex.
