I have an Edward’s of that exact shape and used to have an Aldo Velani with the same look but both were clearly stamped as such.

The Aldo Velani had that identical stem although not marked Hand Cut.

Sorry I can’t help you more but I love that shape and don’t see many like it although I keep an eye out.

hand cut? Is that how they made the pipe or is it the world's worst gimmick pipe? This pipe is so sharp you can use it to cut food, for arts and crafts projects, and anything else that needs cutting. I hope it's the first and if not that it's been very well cleaned.
Oh and what is it? Nice it's very nice. I would bet you're less then ten minutes away from hearing from someone that knows.

Aldo Morelli is the best I can come up with so far but that isn't it. If you can give me what you think the first letters of either of the signature stamps I may be able to narrow it down.

Man, it's really just a guess on my part. The first signature might start with an H, K, R or a lazy M.

The second signature might start with a C, G, or O. I'm leaning towards G or C because the top loop isn't closed.

I've done some looking in Pipedia and Pipephil but no luck so far.

I don't know what brand it is, but the finish might be a clue. Is it sandblast? Or rustication made to look like sandblast, since it goes on up the stem in an unusual way? Or sandblast enhanced by rustication, which would also be unusual? That's kind of the tip-off, if someone knows that finish. I haven't seen that before.

Good questions MSO. I don't know enough about finishing techniques to say what is what. Hopefully someone else does.
I suspect the COM is Italy.

First, I'm not convinced this is an Italian pipe.

Second, the first letter does look like an "H" and the second letter of the bottom word is possibly an "r".

Third, it's certainly a nice looking pipe with a great blast finish.

@shanez , I'm leaning towards the H as well. Looks like a dot after the H, which might mean just an initial for the first name? It doesn't look like it's an I in the word directly below. And then a middle name?

The first letter of the bottom word might be a G followed by an I with the dot like @BROBS mentioned. Also the last letter of this word might be an I as well. BROBS, I searched for those names and variants and I came up with nothing.

Same here I’ve got nothing. The more I look at the top line the more I think it says “Mida” or “Hida”.
