What is this weird shaped pipe?

It states Wally Frank LTD. on the pipe. I know it is pre 1968, as it came from an estate where the man who owned the pipes I have now passed away in 1968. I can't find another like it on the internet. Just wondering what it is? Thanks in advance for your replies. Well, shoot - I can't post the image!
