Just curious what this is, and if I should just go on smoking it. I compared it to other tins (including tins from the same brand) and did not see anything similar.

I've seen dried tobacco clinging to the edges of my older C&D tins when opening them, but that was all quite clearly tobacco, even when I I peeled off the strands and there was a residue left. I don't recall anything that quite looked like this sort of powdery spotty residue, but that doesn't mean it's not tobacco residue.

Any off odors from the tin?

You have a boveda pack in there, my guess is that the tin is rusting. I'd use a mason jar to keep the tobacco instead of those tins, the lining may be less than great.

Looks like an older McClelland tin; the food grade coating in blistering off. Possibly it was exposed to a relatively high temp. Who knows?
I see no rust, so I’d just proceed onward and smoke it.
