Really? Because that's pretty standard when you're wearing a three-piece suit, smoking a pipe and driving a three-wheeled mini-car, at least from my experience.
Its not a British plate as it would start with three letters especially if it was from the 1960s. That has to be some crazy German or Swede. I actually own a tweed three piece suit similar to the one he is wearing. I had a friend who was into the old three wheeled Morgans who smoked a pipe while driving about. I wonder what the car make is? Any ideas?

It's a German microcar; apparently 14 were built in the 1950's and 5 are know to survive.
Oh, and that is a British registration plate on the car in the OP; it comes up in the DVLA registration search.
From 1932-1963 the number plate scheme was ABC123 but they ran out of numbers so started to reverse them (123ABC).
