I had a couple of really sarcastic responses to your question...

However; I though better of them...

All I can say is that I have heard of them, but I don't use filters in my pipes.

Apparently they are to be used in the bottom of the bowl, thus absorbing the juices.

Sort of like Erik Nording's "Keystones"?
They also help if you have an airway that's waaaayyy up high from the bottom of the bowl ....

I appreciate your restraint Lawrence. I've never heard of those chalk pipe filters and was just curious about them. Looks like no one else is though. :)

My uncle uses a single large keystone at the bottom of his pipe. He says it filters out all the junk. He never seems to change it out, but just uses the same stone over and over. Maybe he washes it somehow. Not a philt pad, but similar concept. I should have asked him for one....don't want to buy a whole bag.

I had one of these fall out of an estate pipe I recently received when I was pulling out the half-smoked bowl that had been left behind. My eyebrows were raised, as I had NO idea what the hell it was. Subsequently, I picked up a pipe rack with a drawer at an antique barn and there was a small packet of these in the drawer (along with about five pipe tools and three vintage lighters). Let me know if you want to experiment and I'll send you the packet of Philtpads.
For the record, I think "Sharrow Philtpads" might be one of the funniest/riskiest/dumbest names for a product I've seen in a LONG time.
