I am sure there is a good reason but why can't I connect here while running VPN?

Could be whose VPN you’re using.
The Okta VPN I used for Warner Brothers worked faultlessly. The new VPN I installed from another company creates issues with HULU and some other sites, but not all of them. The latter is a freebie from an internet security firm.

It may be that the site is blocking some IP ranges as a result of previous problems with spammers, DDOS, or something similar.

I have the same problem. Depends on the IP I’m using.
