As I know, vinegar can work as oxidation removal.

But why doesn't anyone mention using vinegar for stem cleaning (while bleach, bar keeper friend are very well known)?

Is that because that will do something bad to the stem or what?
Also, is that true that all metal polish can be use to remove oxidation and polish the stem?

I dont know about vinegar but I have had quite a bit of success with several metal polishes.

I'm not sure about cleaning the outside of the stem with vinegar. Once, I was out of alcohol and tried using white vinegar to clean the inside of one. It cleaned the pipe well but when I tried to assemble it the stem would not go in at all. I had to use graphite from a pencil and the stem eventually went back in as normal. That didn't turn out be a very good idea.
