I'm starting to like smooth pipes as I like how they show their grain. In addition, I like the unique shaped smooth pipes that have rough areas, gives them a lot of character, is their a particular names for these types of pipes?
Lastly, can someone direct me where I can buy one at a reasonable price ($100).
Thanks for your responses in advance, it is greatly appreciated.

The pipe shown uses the plateau, or outer surface of the burl to give that appearance. It hasn't been "roughed up"; that's the way it naturally appears. A smooth plateau with good grain (like the one shown) by a reputable carver will almost undoubtedly cost more than $100. A factory pipe with plateau may be available at this price point but the grain may not be as nice.
Other pipes will be smoothed, then rusticated using carving tools for the combination, or sandblasted. Both will give a smooth/rough effect, but neither are the same as plateau.

bigvan said it all. And that Jacono (one of my favorite Italian carvers) that you posted a picture of is a nice pipe!

That is definitely called "plateau"! Check out J. M. Boswell, they make a lot of "plateau" pipes for reasonable prices.
Thanks everybody and thanks Petes03 on the lead. Seems they make reasonable priced "Plateaux Freehand" pipes, unfortunately they are sold, till next time.

I like the oldtimey sounding term many Italians and Danes refer to these,

"barktop"
...here's a good pic showing the plateau bark next to a finished pipe:

You can also look for Pipa Croci pipes, they often make 'em like that and are usually fairly priced.
Neerup also operates in this realm, and usually affordable, here's an extreme example that's a bit more pricey:

and this one:

more affordable:
