It's kind of a funny picture, for a couple of reasons. The first is that Roosevelt couldn't have "stood" for it, even if he wanted to. The second is that in this picture, they're already outside. Note the coats.

fantastic, i no longer go to pubs simply because i cannot smoke and secondly the price of a descent pint of mans bitter is too expensive

I don't tend to go to pubs much these days either. Just now and again.
I have problems with unwillingly having to donate over 50% of the price of a pint to the government and then have to go outside in the cold to have a smoke and then give another 83% to the government for my tobacco. Not only that having all the non-smoking punters pushing past me looking as if I have just pee'd on their shoes.
In my local pub, 3 pints of bitter = 1 x 50g pack of Condor. So, If I go out have 3 pints and 2 bowls I have spent £10 of which £5.33 goes straight to the tax man, and I also get frosbite or soaking wet for my trouble. To cap it all I when I open my tobacco pouch I get met with a patronising health warning, telling me of the risks involved in smoking by the very government that is fleecing me.
