I sent off my secret Santa to the USA but it failed to arrive! Today I've had it returned by British customs. They even pinched the Xmas card.

Anyone in UK had similar experiences? And any idea why they did it?

I'm assuming they confiscated the tobacco along with Xmas card?
Nope. I had declared the tobacco. It was returned. But I know of no lawful reason for its return.
In the end I've ordered through an American shop to get it to my SS

Are the rules as simple as declaring? Do the rules allow personal shipment of tobacco from the UK to the US?

I don't think any UK pipe shops even ship tobacco here anymore as of a year or two ago because of licensing and other issues?

I mailed an empty tin to canada from here in U.S. declared it and it came back.

I don't lie to Customs, but I don't offer unnecessary information, either. In a recent exchange I listed the contents as "collectible tins" and it went through. Well, they are!
This is the right way to do it, and you are technically not being dishonest in the process.

I would never mark tobacco on a customs form, especially with all the Karen's of the world today.
