Some weeks ago I wrote to ask about the legality of pipe tobacco shipments from Europe. The case in point was my interest in resuming purchases from Synjeco, the Swiss company run by Daniel Schneider. He withdrew selling to the United States a good number of months ago due to what he believed was legislation preventing such sales.
The information that I got from folks on this site was mixed in terms of any certainty about the law on this and so I suggested that Daniel use legal counsel to find out what the law allowed since he has lost a good number of American customers, and we customers have lost a fabulous tobacconist.
This is what he wrote to me today:

There are two separate things to consider:

1. VISA and MasterCard don't accept transactions for Tobacco goods from US Customers, since 2007
2. The PACT-ACT is not clearly telling that "Pipe-Tobacco" is allowed and only Cigarettes, Snuff and Cigars are foridden: I tried to get more information from the US-Embassy here in Switzerland and also from the FDA directly in US, but nobody answered me until now.
There is at all not any "unwillingness" to deal with US Pipesmoker friends, but nobody will take the risk to become "criminal" and be arrested the next time he is landing on an US airport :)
I think it can be helpful to post this on the forum, perhaps some lawyer in the forum can get an "official" document from FDA, which explains that Pipe Tobacco shipments are allowed. This could afterwards be add (as a copy) to every single shipment, avoiding unknowledge of Postmasters if necessary...
Sorry if this seems a little bit confusing, but I don't want that our pipesmoker friends have the impression that we are not considering them.

My tobacco that I order from 4noggings is labeld "Candle supplies" just too avoid the taxes that i get if got stuck in the Swedish customs :roll: mebbe u could do the same? :)

Its a murky topic to say the least. From what I read on the TTB (division of the ATF)web site importing tobacco products for personal use in not a problem. Most of the laws are aimed at cigarettes.

From what I recall many pipe tobacco blenders have given up the US market becauase the FDA requires them to list all ingredients in their products. Rather than disclose proprietary information they have eschewed the USA.

FWIW, my take is that purchasing pipe tobacco from overseas for personal consumption is legal.

The credit card mess is another topic altogether. Give your credit card companies hell about it as it is more a PC driven issue than anything else.
