The EU tobacco directive

Trying to make heads or tails of this right now:

While nothing in it may be objectionable at first, this looks to me like an expansion of government control over the tobacco industry -- and those who enjoy tobacco.

Interesting but doesn't seem to be working, at least in the UK. More young people - especially girls - are taking up smoking than I've seen in a very long time. In Europe it feels the same, as well.

Indeed, cigarettes are deemed to be an appetite suppressant by young girls.

The new legislation will improve the functioning of the internal market for tobacco and related products and mean that tobacco products look and taste like tobacco, thereby discouraging young people from starting to smoke.
Is this addressing toppings? tobacco products look and taste like tobacco.......
