A lot of folks on this forum were recently praising Clark Layton's handmade pipes.

Ryan Alden is very good and popular on this forum. I am not sure he would still be considered 'up and coming' though.

There's Don Warren out of New Mexico. Great guy. He said he's been doing wood work for about thirty years and just got into pipe carving less than five years ago. He does really nice work. I have two of his pipes and absolutely love them. Here's Don Warren's Etsy Page
If you haunt Instagram and Etsy you'll find dozens of them.

Don Gilmore of Don Warren Pipes is indeed putting out some great work. There are two other pipe carvers from New Mexico rather new to the national scene.... Victor Rimkus and Nathan Rimkus. Both are engineers at the National Labs here in NM, and their work has a fit and finish that makes for a wonderful pipe. Google Rimkus Pipes for Victor's Site and then hit the links for a quick shortcut to NWR pipes for Nathan.

Dan Chlebove of Gabrieli Pipes has made 4 for me and they are superb. Here are 2 I got in 2014.

And this is one I got in January.

My choice would be - Briar Bird (Jason Cochey) He is a stand up guy that is really putting out some nice pipes at reasonable prices for an artisan pipe.
You said you wanted a "NEW" carver and I would recommend Solomon pipes (Joe Hinkle) He is fairly new, just got into a shop with Nate King and His work is coming along nicely. I would check him about before he gets big and his prices go up.
Others worth looking at:

Ryan Alden, Abe Herbaugh (although his pipe are fairly expensive), Clark Layton

Bob Hayes in N.C. does beautiful work. He's no newcomer, but his prices are moderate for pipes by an senior carver.

I would recommend Jerry Perry in N.C., but unless you are in Raleigh, N.C., during the Fair in October or TAPS pipe

show in April at the Fairgrounds, or find someone else selling his pipes online/ebay, you can't find them. He doesn't

sell online -- works in briar and Mountain Laurel mostly, and though his early pipes (1990's) were rustic, for year's

he's been doing really handsome, sometimes elegant, work. But you have to go in search of him.

In addition to the fine carvers mentioned above, I'd recommend Jeremiah Sandahl. He's definitely an up and comer. I have one of his pipes and it smokes beautifully.
Here is his website: http://sandahlpipe.com/
Here is the link to the pipe I had made. This was an early pipe. He's really refined his style and engineering in the last twelve months. I love his bit work. http://pipesmagazine.com/forums/topic/my-first-commissioned-pipe-sandahl-pipe

I wouldn't consider Marco an up and coming carver because he and the brand "Moretti Pipes" are well established. I think he does great work...I haven't seen any carver consistently expose the grain as well as Marco. His prices are very reasonable and his customer service is outstanding.
Here's his website:
Moretti Pipe Web Site
He does most of his sales off of eBay. Here's his store link:
Moretti Pipe eBay Store
You can also just search for his eBay ID "bima1960". He tends to put 2 or 3 new pipes out each day.
Here's a volcano I purchased off of eBay from him 2 weeks ago:

I liked it so much I had him work on a custom volcano for me. I plan on posting a bunch of pictures of this on the forum in the next day or so. Here's a sneak peak:

Papipeguy, that paneled pipe is making me weak in the knees. So beautiful. Granted, I'm a sucker for most paneled pipes, that one is gorgeous.

+1 for Clark Layton.
+1 for Moretti.
And a question: Anyone bought a pipe from Dave Neeb? His pipes are great looking and he's a sponsor. I just haven't connected on one yet since he is just a bit above my target price.
(I usually snipe ebay or get lucky at charity auctions.)

I had Kelly Adylott, Royal Oak Briars, do a Rhodesian commission for me last year and I was very pleased with the results.
