It's the Phone Dialer that was featured in Breakfast at Tiffany's. They work great as pipe tampers though. I've got another that looks like a vintage Bic stick pen that I need to get worked on and a micro size sterling silver Tiffany Czech like pipe tool that could be worn on a chain. ?
