I just restored this pipe, I really like it but it has no markings other than it says aged imported briar and has a red dot on the stem.

Could be a number of makers that use a Red dot, check this link

Just a guess but it could be made by Reiss-Premier which was bought by S.M Frank. They were also innovators of the "drinkless system".
