Do you mean that because the 3 is encircled there would be no COM?The top pipe has a “3” in a circle. That represents a grade of pipe. That makes it a pre-republic from my understanding. It also means it doesn’t have a COM.
The bottom pipe is definitely the commemorative 100 year anniversary of the patent.

Yes, but maybe!! lol I have three Petes that have the grade stamp circled without the COM. I have multiple Petes that have the grade NOT CIRCLED and they all have COM. I realize I'm a small subsample, but that what I noticed.
