Payless Pipes used to be based in downtown New Orleans and you could actually go to the shop located on St. Charles Ave. if you made an appointment. It was sold to a new owner 4 or 5 years ago but is still in business. The website is paylesscigarsandpipes.com. On my browser, it includes "The Cigarette Store Corp. (US) before the url.
Their prices aren't bad for what the carry. I have bought both pipes and pipe tobacco from them in the past and have always had good service. They have a decent range of pipe tobacco and have some you don't see too often on other sites. Prices are comparable to the two big on-line retailers.
If you get on their email list, they are always having special sales.
