As someone who started smoking a pipe in the early 1970's, my perspective on all of this is a bit different than newer smokers. We have something like 6000+ blends available according to the estimates I've read. When I started, there might have been 100 - 200 blends, or possibly a lot less than that based on memories of a few longer term smokers who have corresponded with me on the topic. People enjoyed smoking pipes back then, just as they do now. We didn't experience any sense of deprivation back then. There were basic aromatics - cherry, vanilla, rum or other booze, OTC codger blends, some excellent Virginias, Va/Pers, and English/Balkan blends. We'll more than likely have between 1000 and 2000 blends left, assuming this legislation stands up to lawsuits, press scrutiny, and attacks by anti-smoking groups who hate it almost as much as we do (surprise!).
There will be plenty of tobacco options available after August 8, 2018.
The biggest concern is artisanal pipe carving, which will be forced to stop, and some other kinds of pipe making, apparently including some cobs.
But it's also important to remember that we don't know what will happen, only what might happen, in the future. Right now there are plenty of blends available, so hop on in and enjoy yourself!
