Mothers packing pipes

Happy holidays, everyone. I'd come across a youtube video (it was a black and white feature film from the 40s or 50s about tobacco) back when I started smoking pipes where the narrator was telling at one point about mothers packing pipes for their (high) school children to be smoked at school under the supervision of a pipemaster.
I've been trying to find that video ever since to no avail. Any help to finding that video or a similar resource would be much appreciated. Cheers!

that was a tradition in places for a long time. It was believed it would help them focus. Though in my mind I am just imaging trading twinkies for pipes during lunch.
