On the hunt for a blend with the absolute maximum flavour but with low nicotine content?

I like English and Balkan blends, which I've noticed on the whole seem quite low in the nicotine department if chosen right (latakia and black Cavendish being low I think?).

Any suggestions for deep, smoky, rich flavours but without the nic hit?

I found that Reiner Red had a big flavor but don't remember any presumption of nic effects.

Take it with a grain of salt, I've smoked many blends since my last tin of Red... and my first look back at the strength level says 3 of 5, but I remember big flavor, mild nic.

I'm a nicotine wimp, too. Other than the ones already listed in this thread that I also agree with (SPC and Peretti blends), I recommend the following:
  • Arango Balkan Supreme
  • GH&Co. Bob Chocolate (now CH) Flake
  • GH&Co. Ennerdale
  • Rattray's Red Rapparee
  • Watch City Elf Dandruff
  • Watch City Slices
