I am a big fan of black licorice and have heard a few tobacco reviews mentioning a licorice flavor but I have yet to find that flavor. Any one have any suggestions for a tobacco with a licorice flavor that I could try when I stray away from my CH?

I haven't smoked it, but others have said that the aforementioned Count Pulaski has a distinct licorice/anise flavor, while in many of the blends roth mentions, the anise/licorice hides its usual flavor and takes on a different character in combination with the different tobaccos.
Fusilier's Ration, for one, almost certainly has a good bit of anise in it, but it gives the blend an overall sweetness rather than a real anise-flavored kick.
For what you're probably looking for, try Count Pulaski or one of the burleys roth mentioned from Uhle's.

Since you like OTCs try a tub of Half & Half.

IMHO the H&H 14oz. tub just tastes better than the pouch.

The main flavoring in Half & Half is anise, which is very similar to licorice. (I can't tell the difference.)

And, it mixes well as a "cutter" when the need arises.

Altadis has a blend called Skilling that is licorice flavored. It's sold in bulk, just saw it on their new site.

Esoterica has three licorice-flavored blends: Blackpool, Ramsgate, and Woodbridge.
And even though I don't care for anise flavoring, I do enjoy the licorice flavor in Sutliff's Great Outdoors, one of only two aromatics that I smoke.

No idea what you're tasting, but there's no anise flavoring in 3 Oaks Syrian. (And I didn't even get a hint of it in my tin.)

Now I understand why Great Outdoors is so chemical and nasty. Anise is a very very strong flavoring that I absolutely dispise in any quantity.

I have had Altadis Count Pulaski, and it has a very noticeable licorice taste, but I dont pick it up until about midway through the bowl. It is considered an English or Balkan type blend and contains Latakia, and the Latakia was more up front.

An old OTC called "Mixture 79" tasted like licorice to me. I don't know its current availability.

Peter Heinrichs Dark Strong Flake for the win...
(It is supposedly the same as Orlik Dark Strong Kentucky, which is no longer available AFAIK)
It is a beautiful blend. A deliciously sweet Virginia Burley flake with a fairly strong licorice casing that really comes through loud and clear in the smoke.
The only thing I dislike about it is the paint tin that it comes in. I found that the blend was perfect for smoking upon opening, but it quickly dried out after around two days of being left in the container. (Which was itself sealed in a Ziploc freezer bag) When I jarred it, it was a little too dry for my tastes and it detracted from the flavour intensity.
Keep it at a good moisture level and you'll be laughing if a solid licorice blend is what you want. I had quite a few of those nirvana experiences with this one...

Mike,
I hear that it was pulled from the US quite some time ago. I suppose it could still be available with limited distribution somewhere in Europe, but I haven't heard tell of it.
Most people seem to agree, though, that the Peter Heinrichs is the same - if not, it would appear to be damn close.
Pick up a tin if you can find it. I think it is rather scarce, though...

Uhle's Blend #255.

Have never tried them, but the old Field & Stream & Mixture 79 had some licorice flavor

I smoked some Great Outdoors, not a bad smoke but I didn't get any licorice(anise) flavor, I did however recently get a bit of Sugar Barrel and I really do enjoy that, it seems to have the flavor I have been looking for. I just can't seem to find any bacccy's that I enjoy more than my "OTC" Codger blends, CH , SB & HH. I? do also enjoy a good Black Cavendish but would like to find one with a bit more punch.
